Greggles is right, an instalock Thrasher is the way forward. A dual MASB Hawk can tank hoards of frigates all day long. Kinda slow though. If you fly one expect a lot of your targets to slip away.

If you want to kite in it then you really really don't want to fit a plate, and personally I'd take active armor over shield for a solo boat. It's all about picking your fights, because let's be honest here, a plated Stratios will die plenty quick...
